Yes, especially the west coast. The Libecciu (SW, 15–30 knots) is the typically Corsican summer wind — warm, onshore on the west coast. The Tramontane (NW) is more violent and offshore. Best kite spots are Sagone, Tiuccia and Calvi (north coast). Kite schools at Ajaccio and Calvi.

Yes, but modestly. Waves are generally 0.3–1 m — suitable for beginners and bodyboarders. In heavy NW swell (autumn, mistral), waves of 1–1.5 m arrive on the west coast. For proper surfing, better to go to Sardinia or the mainland.
